PLAN OVERVIEW & IMPORTANCE


The recent economic downturn has impacted serviceability of public facilities during the month of June. Although the overall condition is better than in other months, in particular over the summer season the overall condition deteriorates significantly as building components and structures age and surface deterioration becomes a greater concern due to more sun exposure for granite and concrete. National Center for Condition Assessment (NCCA) reports that, by October 2000 over 70% of the granite structures may require their replacement and concrete improvements on major thoroughfares may add up to 18 inches to an already 6-foot wide asphalt pavement with final edges potentially protruding 3 feet into streets! The same conditions also apply to road bases which include liners for transportation and utilities. However the lack of maintenance to these facilities affects not only existing water and transportation system users but also their potential future use as a recreational park or recreational property for long term residential or corporate rentals. In an effort to preserve and enhance the useful life of their valuable assets however, some key items will be prioritized from equipment costing over $500,000 per asset value to inexpensive flooring options which do not adversely impact utility uses such as drinking fountains and/or handrails as reported below. It is the responsibility of the Utility Division to ensure proper site preparation in conjunction with coordinated staff training and special projects assigned through the Maintenance Section Manager Contract Management Coordinator is being trained throughout 2007. This leads us to discuss the details regarding scheduled repairs and upgrades this FY to reflect new opportunities available to allow existing assets to be utilized for upgraded capabilities.
