AEP Montana, Inc. has requested permission

PG&E and Asymco to meet design standards for safety, reliability, security and expedited rates of return required under EPA's
The project consists in an additional 90 acres that will be added to
the Project's current 200 acres or approximately 11% increase in capacity(s). The addition of these new parts of the Project are intended to enhance functionality; however the placement at
Portland-Klamath Dam (PDX) of a Project component such as a precast concrete cylinder serves to operate within its primary utility purpose - emergency egress. While this feature is important to the
safety and sustainability features of the dam system it does not directly fall
within Oregon's statutory requirements for operating the structure between bursts. In 2000, before regulatory
action in relation to this project application was initiated, BDC issued two determinations deeming the utility purpose clearly
prescribed as safety, reliability and reliability while not falling within any State Electric Regulatory Agency regulation. Also, pursuant to ORS 254B.047 and 254H.030 and Public Utility Commission decision 21C-2204-03,
a limited public hearing was held pursuant to 33 C.F.R. 2.1 (2002)). Therefore, no action on any basis could determine whether the utility purpose is sufficiently regulated. It should also be noted that
this construction was ordered to begin a few years prior to that decision. This
construction adds many more feet through PDX compared with the previous route
proposed on October 31st, 1999. None of this alteration has occurred
since the precast commenced in December 2003 and now permits
upstream passage of 23Dellinger Mountain, which is separate from
Portland Lake and forms a natural dam that laterally passes into
Red Rock Canyon near Red Rock Resort. These changes continue BDC's efforts and assistance to PG&E and Asymco and other interested parties to complete the entire 600 megawatt Project substantially in the short time frame necessary
and schedule permitting, a timeline we have described frequently recently in the news, including:
