Is Hylan Boulevard (N.W. 101) a dirt road that is prone to wrecks whenever there is too much rain or even snow, which usually occurs every winter?
I'm sure the writer of this story could come up with similar stories in other cities except for Pittsburgh where they seem to have perfect weather year round. It's the fact that they're only doing one lap that causes problems - ie no head-on collisions, etc..
If you think it is illegal then try contacting the PA Department Of Commerce regarding the permit issue. My guess is they'll give their blessing when it is in good faith (not as many written protests as otherwise). But if you have to ask here - maybe these people should be charged for running afoul of your fine laws. They were in the right (by following traffic law), but by speeding on Hylan? This would indicate some kind of internal corruption at pdofl that leads them down those dangerous roads all the time.
Any evidence/facts to support that assumption other than blind faith? These particular cops seem pretty competent since there hasn't been anything else incriminating found about them. Are you just trying to stir the pot so that their officers become another, more deadly cop tourniquet cause? That might explain why the city handles them this way...

In any event, wasn't my point, not that other authorities *don't* speed... certainly going around for 30 seconds to avoid hitting someone doesn't constitute *federal violations*. Really don't know why he's provoking conversation over a very mundane thing. Every person reacts differently to noise. Do your part and stay off the damn highway. Seriously.
